Condolences
Bill Elkins was a huge supporter of civil legal aid representation for the poorer residents of Schuyler and Chemung Counties. Bill served tirelessly for many years on the Board of Directors of Chemung County Neighborhood Legal Services, Inc. [now known as Legal Assistance of Western New York, Inc.], as the Schuyler County representative. Bill was a positive force on the Board with his characteristic good humor through the years of his service. Attorneys like myself who also supported that organization remember Bill fondly, both on the Board, and dealing with him in legal matters. We are saddened by his passing.
We send our condolences to the entire family. Bill was a remarkable man who accomplished many things in his long life. He was a man who raised a wonderful family, accomplished great professional achievements, and spoke out on so many issues in ways that influenced the community. Most of all, he was a man of faith who lived his life in ways that served the Lord.

I had the great honor, as a nurse, to care for Bill during his last days. He was a wonderrful man, a true American and a devout Christian. He spent much of his time reading his Bible, and loved to tell stories of the war. He was so proud to have served his country, he made me proud to be an American. His unwavering faith kept him strong through the last days, and Irene was always at his side. Their love touched us all. It was a privilege, and my pleasure, to take care of Bill, and I will never forget him.
I remember Mr. Elkins so well. We grew up across the road from him. I remember Jimmy, Betty, Alice, Mary and Ruth. Who could ever forget Irene and her wonderful cooking.
Remember the Lord is your Shepherd. As we walk the valley of the shadow of death we will come to a hill. We can then look back and see where we have been. The sun will shine bright. Bill will have arrived at the golden gates of heaven. He has heard the words, “well done my good and faithful servant.
Schuyler County has truly lost a great American and I have lost a great mentor. God bless you one and all. Padre+

I loved Uncle Bill very, very much-even though we didn't see much of one another. It saddened me deeply that he and dad weren't closer, but when daddy was sick you and Bill came to help him, in more ways than one. I am so sorry I didn't know he was sick, and terribly sorry for your grief and loss of the best man I knew, next to dad. I regret not seeing you your last night in town, and could not go to spread dad's ashes, as a result of some very strong feelings I had about his cremation-I just couldn't take the chance of losing my integrity at such an important moment. Dwain and I spread dad's askes on Lake Pleasant last Fall, and right after the most beautiful monarch butterfly passed by-God is so very good. My heart and prayers are with you, I long to keep in touch. I wrote Uncle Bill a letter years ago, and his response is tucked in my hope chest, to be treasured, always. God bless you all, Michele.

I am so very sorry for you and your family’s loss. Schuyler County has lost a true American Patriot. Bill lived his life and beliefs and served society and the law as an extraordinary citizen to the benefit of all. He will be missed beyond words.
I loved Mr. Elkins! I could sit and listen to him for hours - and have. He gave me much advice that I would have been better off following. I had much respect for him. Myself born in NC, he taught me a thing or two about driving in the snow. I loved getting to know his daughter Ruth and then Mary, Alice, Betty, and son Jim, as well has his bride, Mrs. Irene. Mr. Elkins was so very wise, with a great sense of humor. I'm praying for you all. Mr. Elkins, I'll see you later with Jesus!
I remember how Bill (and Irene) were always helping out my Mom (Mary-Jane Claire) and I was and am always thankful that he was there for her. Thank you Bill.

I am so sorry to read that Bill has died! What a wonderful man, and neighbor! Bill always had a kind word to say to say about almost anyone; I can't begin to describe how much he helped my family. Bill was a great example of how a true Christian should act, and do. God bless Irene, and the rest of his family. Bill will definitely be missed.
It has been a honor to have called Bill my friend, mentor and a man one could turn to for advice. As I started out as a Judge in the Town of Hector many years ago, I look back on the many times Bill advised me in points of law.
I shall miss his wisdom. RIP my friend.
